STEB: The easy to understand specification

A) "known supplier of …"

These bags may only be manufactured by a "known supplier of STEB’s"
These bags may only be supplied to "known suppliers of LAGs"

It is important to ensure that STEB’s are only distributed to authentic parties!

To become a "known supplier of ...." You have to be "approved" by your local CIVIL AVIATION AUTHORITY or airport operator/s.

B) Base Specification:

C) Tamper Evident.

The STEB’s should be tamper evident in all circumstances.

D) Closure

The seal must have a hidden message which will become visible and remain visible when it is attacked by any one of the following methods:

  1)   Solvent
  2)   Cutting
  3)   Heat
  4)   Freezing
  5)   Etc

E) "orders"

Physical

The side of the STEB as well as the base of the STEB must be welded in such a manner that will result in a strip that is no less than 15mm wide where the two layers of the film are fused together.

Print

A stripe that is no less than 15mm wide must be printed along the three edges of the bag, immediately over the wide weld, and in such a way that there is no unprinted area between this stripe and the edge of the STEB.

This stripe must be printed with Red ink.

The stripe must also show some text, which can either be reversed –out of the red or printed in any other colour.

The text can be either:

  1)   Do not OPEN
  2)   Do not open until final destination.
  3)   Name of the airport where the LAG’s where purchased
  4)   Name of Airline in which the LAG’s where purchased.
  5)   Or any continuous text or design.

F)    Layout or Print Design

ICAO has issued some examples purely for illustration purposes.

The “box” that is referred to is formed by the 15mm wide stripe along the 3 sides of the bag and the fourth side is formed by joining the two stripes along the side, at the top, where the tamper evident security seal will be placed.

Two small “boxes” must be placed on the STEB: one with the sequential number of the STEB and the second with the “States 3 letter code” as well as the manufacturers name or code number which is issued by ICAO, if a distributor is used then that name must be added. It must not replace the manufacturer’s name.

These 2 boxes should preferably be placed, inside the big box. They can be placed on the handle of the STEB.

G) Print colour specifications:

  1)   Happy face (logo):  Pantone, green 368C
  2)   All the red:             Pantone, red 485C

No other colour specs have been specified.

H) "Happy Face" logo:

Digital artwork is available for this design.

The minimum diameter of the logo may not be less than 30% of the width of the STEB.

I) Three-letter State or Airline code:

For the list, refer to: ICAO document MRTD Doc 9303.

J) Traceability of STEB:

It is extremely important to be able to trace the STEB at any stage, during its "life cycle".

For this, the minimum requirement is a unique sequential number which can be read by any person.

Additional features such as scan-able barcodes, "RFID" chips or any other tracking means may be used.

K) Printing of "advertising" on rear side of STEB:

It is permitted to print advertising “material” on this side of the STEB only.

L) Strength of the material:

No requirement has been specified, other than to say that the film must have:

  1)  "high clarity"
  2)  "high strength"
  3)  "high impact"
